Brief Histroy

Since its establishment, this institution has gone through seven reorganizations and restructuring. In 1961, the Minister of Education, Teaching and Culture through ministerial decree No. 523228/UU/1960 dated 27 June 1960 stipulated the establishment of Pusat Penelitan dan Latihan Nasional Pendidikan Masjarakat or PPLNPM (The center for community education national training and research), which its working area covered the whole nation. The center was changed in 1979 through the Decree of the Minister of Education and Culture No. 0202/O/1978, which reorganized the name and function of the center into Balai Pengembangan Kegiatan Belajar or BPKB (Bureau for development of learning activities) as part of the Technical Unit in the Directorate General of Out of School Education, Youth and Sports. The scope of its working area still covered the whole nation but technically and administratively the center was under supervision of Director of the Technical Education-Personnel of the same Directorate General.

The second change happened in 1991 marked by the Decree of the Minister of Education and Culture No. 0136/O/1991, which amended BPKB in terms of its task, function and structure of organization into a functional institution with Pamong Belajar (learning guide) as its functional staff. In implementing its new task, in terms of technical aspect of non-formal and informal education programs BPKB was under the supervision of Director of Education of Technical Education-Personnel, Directorate General of Out of School Education, Youth and Sports. However, on the other hand, its administrative affair was under the supervision of Head of the Regional Office of Education and Culture West Java Province. According to this decree, the working area of BPKB was reduced into covering only two provinces, namely West Java and West Kalimantan.

In 1997, BPKB underwent its third alteration. The Decree of the Minister of Education and Culture No. 022/O/1997 amended BPKB in terms of its task and function and working area, which only cover West Java Province. However, the decree reaffirmed that in implementing its duty BPKB was under the supervision of Directorate of Education of Technical Education-Personnel, Directorate General of Out of School Education, Youth and Sports in terms of technical aspect of non-formal and informal education programs. Meanwhile, its administrative affair was under the supervision of Head of the Regional Office of Education and Culture West Java Province.

In 2001, due to enactment of Law Number 22 Year 1999 concerning the Regional Government through the implementation of Government Regulation Number 25 Year 2000 concerning Government Authority and Provincial Authority as Autonomous Regions, the Minister of National Education issued Decree Number 125/O/2001 concerning the Closure of Vertical Institutions within the Department of National Education. The decree was followed by Circular of the Department of National Education Secretary Number 88936/A.A5/HK/2001 concerning the Status and Responsibility of Technical Units within the Department of National Education. This circular explicitly assigned BPKB Jawa Barat as one of 5 BPKBs not transferred to the regional government but still as central technical unit under the Directorate General of Out of School Education and Youth. The task, function, working area and organizational structure still refer to Ministerial Decree Number 022/O/1997.

In 2003 according to the Minister of National Education Decree Number 115/O/2003 dated 31 July 2003 concerning the Organization and Operational Procedure of BPKB, and Minister of Education Decree Number 016/O/2004 dated 17 February 2004 concerning Amendment of Minister of Education Decree Number 115/O/2003, concerning the change of BPKB Jawa Barat into Balai Pengembangan Pendidikan Luar Sekolah dan Pemuda or BP-PLSP (bureau for development of out of school education and youth). The working area of the institution was region II, which covered 5 provinces namely West Java, Banten, DKI Jakarta, Lampung, Bengkulu and Bangka Belitung. Hence, it was called BP-PLSP Region II.

Along with the change paradigm from out of school education to non-formal and informal education, in accordance with Act Number 20 Year 2003, BP-PLSP also experienced institutional changes. Through Minister of National Education Regulation Number 28 Year 2007 dated July 25, 2007, BP-PLSP Region II underwent its sixth amendment into Balai Pengembangan Pendidikan Non-formal and Informal or BP-PNFI Region II (bureau for development of non-formal and informal education). The latest changes took place in 2008 when it became Pusat Pengembangan Pendidikan Nonformal and Informal or PP-PNFI Regional II Bandung (center for development of non-formal and informal education). The change was marked by Minister of Education Regulation Number 8 Year 2008 dated March 1, 2008 concerning Organization and Operational Procedure of PP-PNFI. This regulation also stipulated the change in terms of rank of the center in which it was promoted from echelon III/b to II/b.

Quality Management System Based on ISO 9001:2000/2008 for the Second Period
To ensure the quality and performance and public service of the institution, since 2005 the management of PP-PNFI Region I Bandung has adopted Quality Management System ISO 9001:2000, which is then updated into ISO 9001:2008. The year 2009 was the second period of implementation of Quality Management System, which is accredited by international certification institution United Registrar System as stipulated on Certificate Number 16152 Issue No. 3 dated 4 September 2009 covering core business in the field of:
