Through increasing coverage, quality and effectiveness of education services for all to provide equal opportunities to education for every citizen, ensure gender sensitiveness and inclusiveness based on community participation and social partnership.


The main mission of the center is to develop NFE training materials, to organize trainings, workshops and seminars, and to prepare policy related documents, to provide methodological and professional supports to NFE centers. The programs NFDE implements in the field of NFE could be categorized into three groups, these are: 1) literacy education (basic and post literacy), 2) Equivalency programme for primary, secondary and upper secondary education, 3) other: life skills, Environmental Education, ESD, health education etc.

Main Function of the Organization: (Duty and Tasks):

  • To develop the NFE related policy documents to submit to the MECS
  • Conduct survey and research on the NFE and distance education
  • Material development based on learners needs and distribute to the grassroots level
  • Capacity building for NFE conduct training of trainers at the national level
  • To promote the methodology and technical assistance and support works of the NFE learning centres and CLCs

Brief Histroy

In 1996 Education law officially noted that Mongolian education was consisted of formal and non formal education. Then in 1997 Government of Mongolia was approved National programme on NFE Development and appointed special center to incorporate this program, this center was NFE which was affiliate to Ministry of Education Culture and Science. The reason to establish such center was related to socio-economic environment, since social changes that started in Mongolia at the beginning of 1990's many incidents which have not seen before started to happen, one of such incidents was school dropout. For example: during academic year of 1992-1993 the school dropout rate reached highest ever 8.8%. Subsequently, within only few years the numbers of illiterates among the population have increased so the need to provide literacy education to these people grew larger. On the other hand, formal educational system was only method of education during late communism period and with changes in economy and life style the other types of educational system such as non formal and informal education types have started to be appreciated. Later in 2002, this center re-organised and became National Centre for Non Formal and Distance Education (NFDE).
